About the Assignment
AfDB invites qualified individual consultants to support the bank’s engagement under the Global Environment Facility (GEF), Chemicals & Waste focal area. The selected consultant will support the identification, preparation, and development of project proposals for chemicals and waste management. This will include building a pipeline of investments for waste management, preparing Program Framework Documents (PFDs), and ensuring alignment with GEF-8 (or relevant) focal area programming.
Main Duties & Responsibilities
- Assist the GEF Coordination Unit in the development of AfDB-GEF project proposals focusing on chemicals, POPs, hazardous waste, mercury, e-waste, and persistent toxic substances.
- Develop an indicative investment pipeline: identify potential project countries/contexts, assess readiness, draft project identification forms (PIFs), program framework documents, and prepare project proposals.
- Engage with relevant AfDB departments (industrial development, agriculture, urban development, and natural resource centers) to integrate waste/chemicals management and circular economy concepts into baseline and new projects.
- Provide technical advisory services on hazardous waste management, POPs, mercury, and other chemical hazards consistent with international conventions/regulations; prepare baseline assessments, alternative scenarios, and justifications for incremental GEF financing.
- Support corporate functions: monitoring the AfDB-GEF pipeline; managing GEF resources; contributing to outreach, knowledge-sharing, and reporting related to chemicals and waste projects under AfDB.
Requirements / Consultant Profile
- Advanced degree (Master’s or higher) in Environmental Science, Chemistry, Environmental Engineering, Waste Management, or a related discipline.
- Extensive experience (preferably 10+ years) in hazardous chemical/waste management projects, especially in developing countries — dealing with POPs, PCBs, mercury, e-waste, or persistent toxic substances.
- Solid knowledge of relevant international conventions/regulations (Stockholm Convention, Minamata Convention, hazardous waste legislation) and familiarity with GEF procedures for chemicals & waste funding.
- Strong analytical, strategic planning, and proposal-writing skills. Ability to synthesize technical, environmental, financial, and socio-economic data.
- Excellent communication skills in English or French (both written and oral); experience liaising with multi-sectoral stakeholders.
