About CIFOR-ICRAF & the Project

CIFOR-ICRAF (the Center for International Forestry Research and World Agroforestry) is seeking a consultant to support its GCF Knuckles Project. This is a climate adaptation initiative aimed at strengthening the resilience of communities in the Knuckles Mountain Range, Sri Lanka, through sustainable land management, green value chains, and payments for ecosystem services.

ICRAF has a central role in Components 2 and 3 of the project, focusing on sustainable financing, governance, and capacity building for rural institutions.


Role Overview

As Consultant for Capacity Building, you will help address existing gaps in stakeholder training and institutional capacity by designing and implementing targeted learning programs. You will report to ICRAF’s country office in Colombo and work closely with the project management unit, government partners (e.g., Ministry of Agriculture, Land & Irrigation), and rural advisory services.


Key Responsibilities

  • Conduct a root-cause analysis to identify constraints to the adoption of sustainable land-management practices and green value-chain development.
  • Review stakeholder institutions (government and non-government) to assess their capacity to promote sustainable land management, payments for ecosystem services, and green value chains.
  • Gather and collate capacity-­building needs in collaboration with ICRAF staff and project partners.
  • Develop training curricula, learning materials, and guides in partnership with relevant agencies.
  • Organize and facilitate stakeholder workshops, meetings, and engagement sessions at various levels.
  • Deploy a structured capacity development program, coordinating with ICRAF and the project’s PMU.
  • Develop and maintain an online Learning Management System (LMS) to host training materials and track engagement.
  • Keep records of stakeholder interactions (attendance, agendas, minutes, photos) and report regularly.

Deliverables & Timeline

  1. Root-cause analysis report (week 2)
  2. Institutional capacity review + work plan for capacity building (week 4)
  3. Integrated capacity building program design + stakeholder engagement plan (week 8)
  4. Training delivery report + summary of stakeholder workshops (week 12)
  5. Learning materials + LMS content (week 16)

Qualifications & Experience

  • Postgraduate degree in Agriculture, Forestry, Environmental Science, or a related field.
  • Minimum 3 years’ experience in designing and delivering academic or training programs.
  • Experience in agroforestry systems, watershed and landscape management, or sustainable land-use is highly desirable.
  • Strong communication skills; proven ability to write training modules, guides, and reports.
  • Fluency in English and Sinhala (both written and spoken) is required.
  • Experience working with rural institutions, education and training agencies, or similar capacity-development roles.

Terms & Conditions

  • This is a four-month consultancy, with potential extension depending on performance and funding.
  • The consultant will be based in Colombo, with travel to Matale and other parts of the project area as needed.
