Titilayo Oshodi is a leading Nigerian policy advisor, sustainability advocate, and public administrator with a strong track record of driving climate action, environmental innovation, and youth-centered development. She currently serves as the Special Adviser on Climate Change and Circular Economy to the Governor of Lagos State, where she is spearheading transformative initiatives that position Lagos as a regional leader in green innovation and inclusive sustainability.

With a career rooted in public service, policy development, and institutional reform, Titilayo brings a wealth of experience in climate governance, public administration, and strategic planning. Her work bridges the gap between policy and impact, focusing on initiatives that promote green jobs, climate finance, renewable energy, and circular economy solutions. She is particularly committed to aligning local development priorities with global sustainability frameworks such as the Paris Agreement and the Sustainable Development Goals (SDGs).

One of her most notable achievements is her leadership on Africa’s first Subnational Carbon Exchange, a bold and innovative step toward decentralized climate finance. Under her guidance, Lagos State is pioneering the implementation of the Paris Agreement Crediting Mechanism (PACM)-compliant Clean Cookstoves Programme, a landmark initiative projected to distribute six million clean cookstoves, create 35 million green jobs, and generate up to ₦750 million annually in green development funds. These initiatives reflect her commitment to climate equity, environmental health, and economic inclusion.

Titilayo holds professional credentials as a Member of the Chartered Institute of Personnel Management (MCIPM) and a Fellow of the Institute of Strategic Management, Nigeria (FISMN).
